Eleven percent of the U.S. state and federal prison population was over age 55 in 2016.
The American Civil Liberties Union projects that by 2030, more than one-third of the U.S. prison population will be over age 55 - more than 400,000 people.
In 2015-2016, the cost of healthcare in New York State prisons totaled $380.6 million, up 20 percent from three years earlier.
But the elderly prison population is composed largely of violent offenders.
In New York state, the overall prison population fell 17 percent from 2007 through 2016 to about 52,000, according to a report last year by the New York State Comptroller.

Leading their own life: Marylanders with dementiaShare this content:linkedingoogleEmailPrintThe Brighter SideRemaining social can be a struggle for residents who are grappling with dementia, but one senior-care provider may have found a way to alleviate it.
Copper Ridge in Skyesville, MD, an assisted living and rehab center, has been hosting social clubs for about a year for those suffering from the brain condition.
The idea is to put those suffering from dementia into a more relaxed setting than group therapy or individual counseling, allowing them to socialize without the pressure of remembering names or dates.
The facility was able to kick off its club with the help of a $5,000 grant from the Greater Maryland Alzheimer's Association.
It's proved so popular, however, that with the money spent, it has incorporated those dollars into its annual budget, according to the newspaper.
That’s just a small bit of the idea being proposed for a dementia village in Vancouver, as health authorities in parts of B.C.
READ MORE: Village community for dementia patients about to take shapeAn estimated 564,000 Canadians were living with dementia in 2016 – a number that the Alzheimer’s Society predicts will nearly double to 940,000 people by 2031.
Unlike the five-acre site at the former Bradshaw Elementary School in Langley, the proposed village in Vancouver will be publicly funded.
A project like the dementia village isn’t in the works currently.
Tait expects the village will attract volunteers and nursing students interested in learning about this new types of care model in Canada.
Lynn Peel didn’t just want a small house-style memory care community —she wanted a small house.
That’s why the standalone memory care community she runs, The Mooring on Foreside, in Cumberland Foreside, Maine, has only 12 residents.
It is the 2017 Senior Housing News Architecture and Design Award winner for “Best Standalone Memory Care.” And it is giving residents deeply personalized care.
The Mooring’s key break from the small house model is using only one house, as opposed to a series of houses.
In small house nomenclature, each of these houses is a “pod.” The typical small house community includes multiple pods, all the same size, so that everything residents need is in their small house.
Together the scientists helped map out the genetics and biological processes that underpin the devastating effects of Alzheimer’s.
Blood tests uncovered a genetic mutation in a stretch of DNA linked to the production of amyloid protein.
More recent research suggests that amyloid can start accumulating in the brain 15-20 years before symptoms occur.
Haass said he hoped the prize would put a spotlight on the potential for science to lead to social good.
“We are facing a time when more and more people don’t believe in science any more,” he said.
